Justice Dept. Report Is Expected to Criticize Andrew McCabe Over Media Disclosures

The leaks contributed to coverage critical of Hillary Clinton and the Obama administration. That does not fit neatly into President Trump’s view of Mr. McCabe as a “deep state” adversary.
